As I have understood the situation, if you are able to move the wastegate actuator by hand ( engine cold, of course) that is an indication that the wastegate or the actuator mechanism is not in spec. I am unsure of just exactly how “serviceable” the turbocharger and it’s controls are on the 1.0 Ecoboost.
Given the all in one design of the 1.0 mani-head, normal logic would inform me to say that there would be a service kit for the turbocharger and wastegate that would not require the replacement of the cylinder head- exhaust manifold. But, I am not a Ford engineer. Good luck with this.
